FOR IMMEDIATE RELEASE 

PSJA ISD BOARD FORMALLY CENSURES TRUSTEE CYNTHIA GUTIERREZ; ADOPTS LIMITED TWO‑YEAR EXCLUSION 

PHARR- TEXAS – June 25, 2025 — In a special‑called meeting this afternoon, the Pharr‑San Juan‑Alamo Independent School District (PSJA ISD) Board of Trustees approved a Resolution of Censure and Exclusion against Trustee Cynthia Gutierrez. Acting under Board Policy BBF(LOCAL) and Texas Education Code § 11.151(c), the Board determined that a series of disruptive actions by Trustee Gutierrez justified formal censure and a time‑limited restriction from District property.

Public rebuke for repeated misrepresentation of Board communications, interference with District operations, and unfounded allegations of corruption. 

Effective immediately. 

Exclusion from District Property 

Prohibits physical presence at campuses, administrative offices, graduations, retreats, official travel, and in‑person continuing‑education events. 

June 25 2025 – June 25 2027, with semi‑annual Board review. 

Remote Meeting Access 

Trustee Gutierrez may attend and vote via secure videoconference, ensuring constituent representation while maintaining order. 

In compliance with Tex. Gov’t Code § 551.127. 

Written‑Only Communication Protocol 

All official communications limited to email directed to the Superintendent and District Legal Counsel. 

Applies for the duration of the exclusion. 

 

Board Statement 

Board President Diana Serna issued the following remarks: 

“After careful review of the facts and in full view of the public, we concluded that these corrective measures are necessary to protect the integrity of our governance and allow us to concentrate on what matters most—educating PSJA students. This Board does not take such action lightly, and we will continue to evaluate the situation every six months.” 

 

Next Steps 

  • Semi‑Annual Review: The Board will reconsider the exclusion at six‑month intervals and may modify or lift it based on Trustee compliance and District needs.   

  • Continued Focus on Students: District initiatives in academics, safety, and college readiness will proceed without interruption.
